राज्य मंडळाच्या आदेशाकडे शाळेचे दुर्लक्ष…

पुणे : महाराष्ट्र राज्य माध्यमिक व उच्च माध्यमिक शिक्षण मंडळामार्फत उच्च माध्यमिक (इ. १२ वी) व माध्यमिक शालान्त (इ. १० वी) प्रमाणपत्र परीक्षेसाठी फॉर्म नं. १७ भरून खाजगी विद्यार्थी म्हणून परीक्षेस प्रविष्ट होण्याची सुविधा उपलब्ध करून देण्यात आलेली आहे. सामाजिक, आर्थिक, कौटुंबिक, अथवा व्यक्त्तिगत समस्यांमुळे शालेय शिक्षणाच्या मुख्य प्रवाहातून बाहेर पडलेल्या मुला-मुलींना किमान शैक्षणिक पात्रता प्राप्त करण्याच्या दृष्टीने, तसेच उच्च शिक्षणाच्या संधींचा लाभ घेण्याच्या दृष्टीने ही सुविधा अत्यंत महत्त्वाची व उपयुक्त आहे.
महाराष्ट्र राज्य माध्यमिक व उच्च माध्यमिक शिक्षण मंडळ यांचे प्रकटन क्र. रा. मं./परीक्षा-३/४०८१, दि. २२/०८/२०२२ यानुसार, सन २०२३ परीक्षेसाठी खाजगी विद्यार्थी म्हणून विद्यार्थ्यांचे नावनोंदणी अर्ज ऑनलाईन पध्दतीने विलंबित शुल्काने स्विकारण्याचा कालावधी दिनांक ३०/०९/२०२२ पर्यंत निश्चित करण्यात आला होता. सदर नावनोंदणी अर्ज ऑनलाईन पध्दतीनेच भरावयाचे आहेत, कोणाचाही ऑफलाईन अर्ज स्विकारला जाणार नाही, असे प्रकटनात नमूद करण्यात आले आहे. प्रत्यक्षात, खाजगी विद्यार्थी म्हणून अर्ज करणारी मुले-मुली शिक्षणाच्या प्रवाहातून बाहेर पडलेली असल्याने, तसेच बहुतांश मुलांचे पालक अशिक्षित अथवा अर्धशिक्षित असल्याने, ऑनलाईन पद्धतीनेच अर्ज भरण्याची अट गैरसोयीची व अन्यायकारक, तसेच अशिक्षित पालकांप्रती भेदभाव करणारी आहे. या अटीचा गैरफायदा घेऊन अनेक ठिकाणी सायबर कॅफेमध्ये विहीत शुल्कापेक्षा अधिक रक्कम पालकांकडून घेतली जात आहे. ऑनलाईन अर्ज दाखल करण्याबाबत राज्य मंडळ अथवा स्थानिक शाळांकडून कोणतीही सोय उपलब्ध करण्यात आलेली नाही.
उपरोक्त प्रकटनातील सूचना क्र. ८ (अ) व (ब) नुसार, विद्यार्थ्यास त्याच्या पत्त्यानुसार व त्याने निवडलेल्या माध्यम निहाय संपर्क केंद्रांची यादी दिसेल त्यापैकी एका संपर्क केंद्राची / कनिष्ठ महाविद्यालयाची निवड विद्यार्थ्याने करावयाची आहे. अशी निवड करण्यापूर्वी संबंधित केंद्राकडून ना-हरकत अथवा संमती प्राप्त करण्याबाबत कोणतीही सूचना दिलेली नाही. परंतु, प्रत्यक्षात अशी केंद्र निवड करून संबंधित केंद्राकडे कागदपत्रे जमा करण्यास गेले असता, 'आमच्या पूर्वपरवानगीशिवाय केंद्राची निवड का केली,' अशी विचारणा शाळेकडून केली जात आहे. तसेच, ऑनलाईन शुल्क भरल्याची पावती सादर केल्यानंतर देखील संबंधित शाळेकडून अतिरिक्त शुल्काची मागणी केली जात आहे.
वरीलप्रमाणे विद्यार्थ्यांची नियमबाह्य पद्धतीने अडवणूक करून, त्यांना शिक्षणापासून वंचित ठेवण्याचा प्रयत्न करणाऱ्या शाळांविरुद्ध राज्य मंडळाकडे दिनांक २२ सप्टेंबर २०२२ रोजी लेखी तक्रार केली असता, मा. सचिव, राज्य मंडळ यांनी दिनांक २९ सप्टेंबर २०२२ रोजी विभागीय सचिव, पुणे विभागीय मंडळ यांना पत्र क्र. रा. मं./परीक्षा-३/५४८६ द्वारे सूचित केले आहे की, “सर्व संपर्क केंद्र प्रमुखांना विद्यार्थ्यांचे नोंदणी फॉर्म विहीत नोंदणी शुल्काशिवाय जादा शुल्क आकारण्यात येऊ नये, विद्यार्थ्यांची अडवणूक अथवा कोणत्याही कारणास्तव फसवणूक करू नये… अशा प्रकारच्या सूचना त्वरीत निर्गमित कराव्यात.” (सदर पत्राची प्रत सोबत जोडली आहे.)
दिनांक २२ सप्टेंबर २०२२ रोजी विभागीय मंडळाचे कर्मचारी श्री. जगताप, सहाय्यक अधीक्षक श्री. शिंदे, माध्यमिक शाखाप्रमुख श्रीम. बच्छाव यांची प्रत्यक्ष भेट घेऊन, तसेच दिनांक २२ व २९ सप्टेंबर २०२२ रोजी राज्य मंडळाच्या प्रकटनात नमूद केलेला हेल्पलाईन क्रमांक ०२०-२५७०५२०७ यावर फोनद्वारे संपर्क करून, दिनांक २२ सप्टेंबर २०२२ रोजी मा. सचिव व मा. अध्यक्ष, राज्य मंडळ यांच्याकडे ईमेल व व्यक्तिगत संपर्कातून तक्रार नोंदवून देखील, संपर्क केंद्र म्हणून नेमलेल्या शाळा विद्यार्थ्यांची अडवणूक करत आहेत. राज्य मंडळाचे काम फक्त परीक्षा घेण्यापुरते मर्यादीत असून, अडवणूक करणाऱ्या शाळांबद्दल शिक्षण विभागाकडे तक्रार करण्याचा सल्ला विभागीय मंडळातील संबंधित अधिकाऱ्यांनी दिला आहे. तसेच, अतिरिक्त शुल्क भरल्याशिवाय अर्ज दाखल करून घेण्यास शाळेने नकार दिलेल्या विद्यार्थ्यांचा अर्ज थेट विभागीय मंडळाच्या कार्यालयात जमा करून घेण्यास संबंधित कर्मचारी व अधिकारी यांनी नकार दिला आहे. यामुळे संबंधित विद्यार्थ्यांचे शैक्षणिक व आर्थिक नुकसान झाल्यास, त्यासाठी संबंधित केंद्र, विभागीय मंडळ, व राज्य मंडळ जबाबदार राहतील.
यासंदर्भात, विद्यार्थ्यांची भविष्यातील गैरसोय टाळण्याच्या दृष्टीने, राज्य मंडळ व विभागीय मंडळ यांच्याकडे पुढीलप्रमाणे मागण्या सादर करीत आहोत –
- विद्यार्थ्यांसाठी ऑफलाईन अर्ज भरण्याचा पर्याय उपलब्ध ठेवावा. अन्यथा संपर्क केंद्रांमध्ये ऑनलाईन अर्ज भरण्यासाठी विनामूल्य सहाय्य कक्ष/व्यक्ती उपलब्ध करून द्यावेत. राज्य मंडळाने फॉर्म नं. १७ अंतर्गत अर्ज मागवताना सदर केंद्रांची यादी सार्वजनिक स्वरूपात जाहीर करावी व सर्व केंद्रांनी विद्यार्थ्यांचे अर्ज भरून घेण्यास मदत करण्याबाबत स्पष्ट सूचना द्याव्यात.
- विद्यार्थ्यांची अडवणूक करणाऱ्या केंद्रांना / शाळांना अर्ज जमा करून घेण्यास व अतिरिक्त शुल्काची मागणी न करण्यास तातडीने लेखी स्वरूपात सूचित करावे.
- सामान्य पालक व विद्यार्थ्यांच्या माहितीस्तव या सूचना वर्तमानपत्र व इतर माध्यमातून जाहीर कराव्यात.
- संबंधित संपर्क केंद्र/शाळा यांच्या आवारात दर्शनी भागात, “या केंद्रामध्ये फॉर्म नं. १७ अर्ज जमा करण्यासाठी अतिरिक्त शुल्क मागितले जात नाही, सर्व विद्यार्थ्यांचे अर्ज स्वीकारले जातात,” अशा स्वरूपाचे जाहीर सूचना फलक लावावेत.
- राज्य मंडळ व शिक्षण विभाग यांनी परस्पर समन्वय साधून, नियमबाह्य वर्तनाबद्दल संबंधित शाळांवर कडक कारवाई करावी, जेणेकरून भविष्यातील असे प्रकार टाळता येतील.
- तक्रारदार विद्यार्थ्यांना अंतर्गत मूल्यमापन अथवा मार्गदर्शन वर्ग यादरम्यान शाळेकडून त्रास अथवा अडवणूक झाल्याचे निदर्शनास आल्यास, संबंधित शाळा व व्यक्तींवर कडक कारवाई करण्यात यावी.
- सन २०२३ परीक्षेसाठी मर्यादीत मुदत लक्षात घेता, अशा प्रकारे अडवणूक झालेल्या विद्यार्थ्यांचे अर्ज थेट विभागीय मंडळाच्या कार्यालयात स्वीकारण्याची सोय करावी.

Harassment of students appearing for 10th & 12th examination
by filling up Form no. 17; Schools demanding unauthorized fees;
Ignorance towards the order of the State Board...

Pune : Maharashtra State Board of Secondary and Higher Secondary Education has provided the facility of appearing for the 10th and 12th standard examinations as a private student by filling up Form No. 17. This facility is very important and useful for the children who have left the school due to social, economic, family or personal problems. The students can pass the exams in order to obtain the minimum educational qualification and also avail the opportunities of higher education.
As per the Statement by Maharashtra State Board of Secondary and Higher Secondary Education vide No. S.B./Examination-3/4081, dated 22/08/2022, the period for accepting applications for enrollment of students as private students for the year 2023 examination through online mode with late fee was fixed till 30/09/2022. The statement mentions that the application is to be filled online only, no offline application will be accepted. In fact, the children applying as private students are out of the mainstream of education, and most of the children's parents are uneducated or less educated; therefore, the condition of applying online is inconvenient and unfair, as well as discriminatory towards the uneducated parents. Taking advantage of this condition, cyber cafes at many places are charging parents more than the prescribed fee. No facility has been provided by the State Board or the local schools regarding filing of online applications.
As per the instruction no. 8 (a) and (b) from the above-mentioned statement, the student will see the list of Contact Centers based on his/her address and medium selected while filing online application. They have to select one of the suggested Contact Center / Junior College. There is no mention of obtaining no objection or consent from the concerned Center before making such selection. However, in reality, after choosing such a Center, when the students are going to submit the documents, the center / school is asking why the center was selected without their prior permission. Also, additional fee is being demanded by the concerned school even after submission of online fee payment receipt.
A written complaint was submitted on 22nd September 2022 to the State Board against the schools trying to deprive the students of education by obstructing the students in an illegal manner as above. Accordingly, Hon. Secretary, State Board vide their letter no. S.B./Examination-3/5486 dated 29th September 2022 to the Divisional Secretary, Pune Divisional Board, instructed that “Any Contact Centers should not charge extra fees other than the registration fees, or should not obstruct students or cheat them for any reason... such instructions should be issued promptly.” (A copy of this letter is enclosed.)
On 22nd September 2022, the deprived student approached the staff of the Divisional Board Mr. Jagtap, Assistant Superintendent Mr. Shinde, Secondary Division Head Smt. Bachhav in person, and the complaint was also reported on the helpline number 020-25705207 mentioned in the State Board's statement. Hon. Secretary and Hon. Chairperson of the State Board were also informed through email and personal contact. However, the schools designated as Contact Centers are still obstructing students from submitting the physical copies of the application form an d other documents. The concerned officials of the Divisional Board have mentioned that the State Board is only responsible for conducting the examinations. They have advised the students to complain to the Education Department about the non-cooperating schools. Also, the concerned staff and officials have refused to directly accept the physical copy of the application of the students who have been refused by the school to file the application without paying the additional fee. We believe that the concerned Centre, the Divisional Board and the State Board will be directly responsible for any educational and financial loss to the concerned students.
In order to avoid future inconvenience to the students, we are submitting the following demands to the State Board and the Divisional Board –
- There should be an option to fill offline application form for students and parents without access to or knowledge about the online process. Otherwise, free of charge help desks/persons should be made available in Contact Centers / Schools for online application filling. While calling for applications under Form no. 17, the list of said Centers should be published by the State Board and all Centers should be clearly instructed about helping students / parents in filling up their applications.
- Centers / Schools obstructing the students should be immediately informed in writing to accept the applications and not to demand additional fees.
- These notices should be published in newspapers and other media for the information of parents and students in general.
- Public notice boards should be put up at prominent location within the premises of the concerned Contact Center/ School, mentioning - “No extra fee is charged for submission of application for Form no. 17 at this Center. Applications of all students are accepted without exception.”
- The State Board and the Education Department should coordinate with each other and take strict action against the concerned schools for illegal conduct so that such incidents can be avoided in future.
- If it is noticed that the complainant students are harassed or obstructed by the school during the internal evaluation or study support classes, strict action should be taken against the schools and individuals concerned.
- In view of the limited time frame for the 2023 examination, there should be an option to submit the applications directly in the office of the Divisional Board, for the students who are thus obstructed by the schools.
